The merger planning committee consisted of:  Mrs. Helen Sprague, a member of the Girl Scout Regional Committee, Chairman.            Miss K. Rita Farnam of the Regional staff, council advisor.

Subcommittees: 
STRUCTURE:  Mrs. Vernon Latimer, Cleveland Council president, Chairman; Mrs. Ford Corp, Lake County Council president;            Mrs. Mashall Dempsy, Mrs. George Hobbs, Mrs G.H. Lister and Mrs. George Tanner 
PERSONNEL: Mrs. Theodore Curtis, Chairman; Mrs. Clyde B. Colwell, Mr. Glenn A. Engelke, Mrs. George Halford, Jr.
PROGRAM: Mrs. Alto Brown, Chairman; Mrs. Vernon Mickelson, Mrs. Robert L. Savage, Mrs. Judson A. Stewart and Mrs. W.W. Abendroth. 
FINANCE: Mrs. Edward Butler, Chairman; Mr. Calvin Cudney, Mrs. Mac Darnell, Mrs. R.C. Drake and Mr. Hugh Tobin;  INTERPRETATION: Mrs. Arthur Cook, Chairman; Mr. Arthur Cook, Mrs. George McCann, Mrs. Robert Moses, Mrs. Robert Pierce and Mrs. Hugh Pallister.  


​The reason for the merger was the idea that Girl Scout councils should not be isolated centers,  but should expand to serve every part of the country; "to cover all the empty spaces" .  The new structure would open a "Green Umbrella"  over all girls who wanted to be scouts.
